Idéntica a fgets(), excepto que fgetss
trata de quitar cualquier etiqueta HTML y PHP del texto que
lee_
Se puede utilizar el tercer parámetro opcional para especificar
etiquetas que no deben de quitarse_

allowable_tags fue añadido en PHP 3_0_13,
